Abstract: The aim of the research is to enrich approaches, methods and tools for substantiating and ranking railway construction projects at a predominantly macro regional level based on complex assessments that include both transport and non-transport effects, the impact on the development y macro regional level based on complex assessments that include both transport and non-transport effects, the impact on the development of related industries and the spatial development of economic systems. Research methods are the following – multi-criteria technical and economic analysis, economic measurements and econometrics, system optimization and expert assessments. The result is a way to reflect in the project effectiveness a set of indirect effects related to various reference systems of costs and results, management levels and main subjects of development management, as well as an algorithm for taking into account additional efficiency factors in making decisions on network development. The significance of these results for the theory lies in the development of methodology and tools for evaluating and selecting a network reinforcement project. The applied value is to increase the validity of programs for the development of the transport network of territories, to form effective pools of project participants.
