Реферат: This study aims to examine the impact of institutional factors on bilateral migration among EU, CIS, and US implementing the gravity approach. We employ instrumental variables methodology (IV-PPML, GMM, and 2SLS) to test our assumption about spurring effect of institutional indicators on migration. Empirical results demonstrate a significant positive effect of institutional determinants on migration flows between the countries. However, the regulation quality decreases the migration. We find indirect evidence that Russia is a transit point for CIS migrants heading for the EU and the US. Crucial role of institutional development as a determinant of international migration is often overlooked in contemporary literature. This research provides a new insight on contribution of governmental quality to the migration. For this purpose, we consider institutional factors (index of political stability and absence of violence, the index of the quality of regulation). Based on the results, we provide policy implications.
